[NTLUG:Discuss] RedHat 7.3 recompile and Apache problems....

I have had to move sites into a new machine (motherboard dies in old 
one).  But when I try to start Apache, I keep getting an error message:

[warn] (24)Too many open files: unable to open a file descriptor above 15, 
you may need to increase the number of descriptors

I (Stephen) dealt with this originally....and said something like Linux is 
built with a certain number of file "handles" that
it can manage at a time.  You have exceeded that probably because of the 
access_log and error_log files.  But not to worry, you can rebuilt a kernel 
with as many as you need.  I think they pick a "reasonable" number (maybe 
1024?) and some people obviously need more.

Now, MY question is...WHERE do you make this change...and HOW do I go about 
doing it?  Please do it in detail....for us dumb ones....  ;-)
