This could also be two, unrelated problems.

The server not powering on at first sounds like a failing power supply.
Maybe a bad capacitor - such that after it's had enough time to charge, it's
ok.  Could also be the capacitor on the MB - there were a spate of bad ones
in the late 90s.

Q? re the monitor - is it really old, like prior to Plug&Pray?  Could be
that when it's powered up and you hot plug it, the newer video card isn't
recognizing the video mode.

One room may still mean a single breaker.  Do you have any form of UPS
involved?  I have worked on some systems where the power issue was coming
out of the wall and the UPS set on high sensitivity was able to tell us this
(as it started clicking on and  off all the time).

Quick check, can you replicate any of the power problems with an extension
cord from another room?
