Mid-Cities?  Tarrant or Dallas County?  Not sure this will help, but my 
first shot would be to contact your city to see what they may know about it.

PS:  One does hear/read that most of that stuff lands in heaps in some 
poor country or another, and with the price of metals down - sigh.
